The Hawai‘i Regulatory Licensing Reform Act, section 26H-2, Hawai‘i Revised Statutes (HRS), requires the Auditor to analyze proposed regulatory measures that, if enacted, would subject unregulated professions and vocations to licensing or other regulatory controls.
